Reporting to: Regional Programme Manager
Grade & Scale: Programme Officer scale
Contract Duration: 2 Years with 6 months probationary period
Location of position: Islamabad with regular travel in country

Scope of the Role

The post holder will have primary responsibility for managing Trócaire’s gender programme in Pakistan. This will include providing technical support, securing co-financing and training partners. He/she will also play a role in supporting Trocaire’s wider efforts to mainstream gender in all aspects of its work. Given the clear link between gender inequality, Gender Based Voilenace (GBV) and vulnerability to HIV, this role will also be to support the process of HIV mainstreaming with partners.

Key Duties & Responsibilities: 

Programme management:
- Develop and manage the Trocaire’s GBV programme from planning through to implementation
- Monitor impact and document lessons learnt in the gender programme with a view to preparing internal and external reports.
- Contribute to and develop material for advocacy initiatives related to the GBV programme
- Ensure programme complementarity with Trocaire’s strategic plan and organisational policies

Partner relationship and capacity building:
- Manage the relationship with partner organisations, being the primary contact between Trocaire and partners
- Systematically support the capacity building of partners either by direct provision of technical advice or facilitating the provision of such advice.

Grant management and budgeting:
- Secure and manage institutional funding for Trócaire’s GBV programme
- Track funds to partners to ensure efficient and effective use of Trocaire and donor funds
- Report to donors on progress and variations on budget expenditures.

Learning:
- Explore new and innovative approaches and facilitate a learning environment within the programme
- Contribute to the development or organisational knowledge and policy on Gender through participation in the relevant organisational programme teams

Mainstreaming:
- Provide relevant input to other Trócaire programmes, including humanitarian response, to ensure a good gender dimension.
- Contribute to gender and HIV mainstreaming in the region

Participation in Trócaire’s team:
- Actively participate and contribute to the country team and with relevant organisational programme teams
- Provide information on the gender programme in response to various internal Trócaire information needs, and act as a link between the programme and other departments in Trócaire
- Accompany visitors to the programme and carry out promotional/media work as required
- Undertake from time to time mutually agreed tasks, related to Trócaire’s overall programme, at the request of the Regional Programme Manager.

- Minimum 2 years experience of gender related programming and in-depth knowledge of gender issues in Pakistan

- In-depth experience of project cycle management, logical framework

- Computer literacy, and high standard of reporting, writing and analytical skills
- High standard of English, Urdu and other local languages

Qualities:
- Availability to work outside normal hours and travel extensively within the country as necessary

- Good communication and facilitation skills
- Excellent organisational and leadership skills and proven ability to work both individually and as a team member

Sharing with you a beautiful song by Mohammad Rafi sahib for film "Pyar Hi Pyar", a 1969 Hindi film produced by Rajaram and Satish Wagle. The film was directed by Bhappi Sonie. The film was starred by Dharmendra, Vyjayanthimala, Pran, Helen, Madan Puri and Mehmood. Music was composed by Shankar Jaikishan.

Mohammed Rafi (Hindi: मोहम्मद रफ़ी, Urdu: محمد رفیع; December 24, 1924 July 31, 1980), often addressed as Rafi Sahib, was an Indian playback singer whose career spanned four decades and is one of the most versatile male singers in the history of Indian cinema. Rafi sang in many Indian languages including Hindi, Urdu, Bhojpuri, Punjabi, Bengali, Marathi, Sindhi, Kannada and Telugu. He also recorded English and Persian songs. He is primarily remembered, however, for his Hindi songs, which still remain very popular in India today and also among the Indian diaspora. He dominated the Bollywood music industry from the 1950s to the 1970s along with Mukesh, Manna Dey, and Kishore Kumar.
Between 1950 and 1970, Rafi was one of the most sought after singers in Bollywood.

In 1965, he was honoured by the Government of India with the Padma Sri award.

On Thursday, July 31, 1980, Rafi died at 
10:50 p.m., following a massive heart attack. His last song was "Shaam phir kyun udaas hai dost" (Aas Paas), which he had recorded with Laxmikant-Pyarelal couple of days before his death. He was survived by four sons (Saeed Rafi, Khalid Rafi, Hamid Rafi, Shahid Rafi), 3 daughters (Parveen, Nasreen, Yasmin) and 18 grandchildren. Naushad wrote on Rafi's Death- " Goonjte hai teri awaz ameero ke mahal me. jhopro ki gharibon me bhi hay tere saaz, yu to apne mousiki par sab ka fakr hota hai magar ay mere saathi mousiki ko bhi aaz tujh paar naaz hai "

Rafi's funeral procession was recorded on a very rainy day in Mumbai. A portion of that same recording has been used in one of the Hindi movie released later. It was one of the biggest funeral processions mumbai had ever witnessed, with over 10,000 people attending.

The Padma Shri Mohammed Rafi Chowk in the Bandra suburb of Mumbai is named after Rafi. Lata Mangeshkar quotes on Rafi- " saral man ke insan Rafisab, bahut suriley the, yea meri khus kismati hai ke maine unke saath sabse jada gana gaye. gana kaise bhi wo aise ga lete the ke gana na samajhne wale bhi bah bah kar utht te the. Aise gayak bar bar janam nahi lete."

A documentary about Rafi's life is under production by The Films Division of India.

On September 22, 2007 a shrine to Rafi designed by artist Tasawar Bashir was unveiled in Birmingham. Bashir is hoping that Rafi will attain sainthood as a result.

Mohammad Rafi sahib was honored with the "best singer of the millennium" by Hero Honda and Stardust magazine in Mumbai on Jan 7, 2001.

The mission of Strengthening Participatory Organization (SPO) is to strengthen and support community organizations and public interest institutions of Pakistan for the benefit of poor and disadvantaged sections of society for sustainable development through a participatory approach. Its democratic governance, social justice and peace and social harmony programmes in more than fifty districts across the country during 2009 and 2013, look forward to achieve enhanced capacity of its partners in the areas of governance and human rights, particularly economic and social rights, with increased levels of accountability and transparency.



SPO works nationwide out of seventeen permanent and project offices and has capacitated more than 3000 community organisations and local body institutions, 56 rights-based civil society networks and provided training services to other UN, governmental and non-governmental organisations. Program Specialist (one position, Quetta based)

Reporting to the Regional Program Manager/Head, s/he will be responsible for smooth execution of field level implementation of SPO’s programme of capacity building of SPO partners. Main activities include: community mobilization, planning and delivering trainings, designing advocacy campaigns, reporting and documentation and monitoring performance of local health and education committees.

The prerequisites are a master’s degree in a social science subject with at least five years of relevant experience in development sector, strong communication skills in Urdu, report writing and IT skills including MS-Word and InPage. Highly desirable are English language proficiency and a good understanding of current political and development challenges.

Program Officer (one position, Turbat based)

Reporting to the Program Specialist, s/he will assist in carrying out field level activities with partner organizations. Main activities include community mobilization, trainings delivery, field monitoring and running advocacy campaigns.

The prerequisites are a master’s degree in a social science subject with two years and a bachelor’s degree with at least three years of relevant experience in development sector, strong communication skills in Urdu, report writing and IT skills including MS-Word and InPage. Highly desirable is a good understanding of current political and development challenges.

Programme Officer, Monitoring, Evaluation and Reporting (MER) (two positions, one each in Lahore and Turbat)

Reporting to the Head of MER, s/he will be responsible for ensuring that the program deliverers the best possible results to SPO’s partners through effective periodic assessments, monitoring and program evaluations according to established M&E framework.

The prerequisites are a master’s degree in Social Sciences with at least six years experience in supporting development programmes in designing and implementation of their own M&E systems and donor reporting and liaison. Highly desirable are knowledge of participatory approaches to development design, Project management systems (monitoring, evaluation, logical frame and indicators), budget tracking, information systems and databases (MIS) and a good understanding of current political and development challenges.

Strong communication skills in English and Urdu, report writing and IT skills.


Finance Officer (one position for women only, Islamabad based)

Reporting to the Manager Finance, She will be responsible for providing support in maintaining and reporting SPO’s Accounts in accordance with the compliance mechanisms.

The prerequisites are CMA, ACCA or equivalent with at least three years of experience in accounting and financial management in a nonprofit sector. Working knowledge of accounting software, financial reporting and strong communication skills are essential for this job.

Mid Life Crisis???

A male friend posted this anecdote, I thought its worth sharing with all my male friends:


After being married 25 years, one day I took a look at my wife and said, "Honey, do you realize 25 years ago, I had a cheap apartment, a cheap car, slept on a sofa bed and watched a 10 inch black and white TV, but I got to sleep every night with a hot 25 year old blond.

"Now, we have a nice house, nice car, big bed and plasma screen TV, but I'm sleeping with a 50 year old woman. It seems to me that you are not holding up your side of things!"

Now my wife is a very reasonable woman.

She told me to go out and find a hot 25 year old blond, and she would make sure that I would once again be living in a cheap apartment, driving a cheap car, sleeping on a sofa bed....

Aren't older women great? They really know how to solve your mid-life crisis!

Are We Losers????

An angry Bengali posted following Youtube video as a video comment to one of my videos on Youtube, in addition to naked abuses to Pakistanis especially Punjabis. I can understand Bengalis' anger against Punjabis. We didn't do anything with Bengalis to deserve love. But this video is just too devastating.

I would have been ferociously angry, had someone else given these comments about my country. But this video is making me cry, you know why? The comments given about Pakistan have been made by a daughter of this country. She looks like a young budding talent of my country who has no pride for being a Pakistani, who has utmost contempt for the people and for the country itself. Sixty two years of existence and a mind boggling graph of material development, but we could not produce a proud youth! Do we still care to ask ourselves, why? I don't think. Because I'm sure, in response to this small piece, there will be at least a dozen comments denying all this and claiming that the girl in this video is an exception and we have a progeny full of national pride!

My worry would not end here though. Presence of even one kid like this, concerns me a lot. I can't blame the curriculum. As a student of history and avid reader of history curricula taught in Pakistan, I know that authors of our curricula decided to distort the history to the fullest, in a bid to induce certain kind of "nationalism" among our generations. The practice dates back to the earliest years of country's existence. This nationalism coupled with a disproportionate emphasis on "Nazria-e-Pakistan" (Ideology of Pakistan) has produced all of us. The decadence in our intellectual competencies as well as our sense of responsibility towards and pride about our country, during all these decades is too obvious to miss.

One thing seems clear, the curriculum with all that ado about our self righteous ideology parade and false sense of induced nationalism, both have proven fruitless. Distortion never helps, especially when it is done with as sacred a thing as history. Just look at the product of this curriculum. A progeny that is shy of calling itself a Pakistani, who thinks Pakistanis are losers, who thinks Urdu as a non-cool language and who thinks this language and this dress can't win them a status.

Do we still see where we've been wrong? Are we willing to see the evil within? Are we committed to overcome it? Its in our own hands. Why don't we take things in our own hands now? Why to put it in politicians' hands to teach our kids a faith in themselves and a pride in their nationhood? Let's not take it against English - the language of power. But let's not make it first language of our children. Let's not forget who we are. And let's tell our kids honestly, who we are! And let's remind them that Pakistanis are definitely not losers!

Another Bad News Hits the Capital - Brig Moinud Din Shot Dead

Qari Hussain, one of the leaders of the Pakistani Taliban, has declared the whole country to be a war zone.

According a report of Dean Nelson, South Asia Editor, the reported comments of Qari Hussain were made as two Pakistani soldiers, including a brigadier, were killed when suspected Taliban gunmen attacked their vehicle in a drive-by shooting in a suburb of Islamabad which left the windscreen peppered with bullet hole.


The martyred Brig Moinud Din was deputed with UN Peace Force in Sudan, and was in his home country for a short period of time.

Hein sab se madhur woh geet jinhein hum dard ke sur mein gaatay hein! A beautiful song, shared by Asim Ghani sahib. This melodious song is from a 1953 Indian film, Patita. The film was starred by Devanand, Usha Kiran, costarred by Lalita Pawar and Shivraj. The film was directed by Amiya Chakraborty. The song is sung by Talat Mehmood and composed by Shankar Jay Kishan.

The film tells the story of a young beggar woman who is sole bread winner for a family of two - she and her ailing father. A young man offers her employement in his factory, where they fall in love soon. But the pleasure and joy of love is soon marred by her cruel landlord. The film has a unique touch of sentimentality and aesthetics, so peculiar of 50s cinema. Recommended for a relaxed weekend afternoon! :)))

Younas Khan - Another Holy Cow


It was very disturbing to see many media persons speaking against the calling of Younas Khan, Pakistan Cricket Team Captain, by the Standing Committee on Sports. Being a Parliamentary Committee, it is a supreme institution of the country for overseeing the happenings around sports. it was also un-understandable, why Younas Khan chose to to do that? Does he think he is above checks and balances? And do those who supported him think that he deserves to be another holy cow in the country? 

Most disturbing factor was seeing Imran Khan hurling strong words against the Committee Chair. He went to the extent of saying, "I would have slapped him had I been Younas Khan". I'm not sure if he was serious. Being a political leader, an aspirant for the membership of Parliament for his party, should he be seen showing such a disregard for Parliament?

We have enough of holy cows here. Why we want more?

Ghalib's Response to Marx


Following letter was written by Ghalib to Marx in response to latter's earlier letter. It is referenced in India Office Library and is present on the website of merinews. The correspondence was dug out by Abida Ripley and was translated from Urdu by Tariq Iqbal.


The response seems to be a bit disappointing at one level. But considering Ghalib's background and history of his dealings with the Palace, and  then with the British, the response seems to be befitting in Ghalib's own circumstances.

September 9, 1867

I received your letter along with the Communist Manifesto. How would I reply? First, it’s too difficult to understand what you talk. Second, I have grown too weak to write as well as speak. Today, I wrote a letter to a friend, so, I thought of writing to you too.
Your view about Farhaad (reference in Ghalib’s one poem) is mistaken. He is not any worker as you perceived him. Rather, he was a lover but his perception toward love did not impress me. He was lunatic in love and would think of committing suicide all the time for his beloved’s sake. And you talk of which inquilab (revolution)? That is a past, ended ten years ago! Now the Britishers roam broad-chested and everyone eulogises them here. The discipline of royalty and lavishness has become a thing of the past; and the tradition of guru and disciple is losing its charm.

If you don’t believe, pay a visit to Delhi and see all in flesh and blood..... And that’s not confined to Delhi only, Lucknow’s essence too is disappearing...where have those mannerisms gone...where are those gentlemen! Now, you predict of which revolution?
And in the middle of your letter I also learnt you talk of changing the mode of poetry writing. Mind you, poetry cannot be created but it comes to you naturally. And my case is distinct. When ideas flow in, they just merge into any forms, ghazal or quatrains.
I believe, Ghalib’s style is unmatched in the world of poetry, and because of that, the kings have already gone and you want me to be deprived of the nawabs and patrons who take care of me...

What goes wrong if I say a few lines in their praise!

What is philosophy and what it has to do with life, who knows better than me? My dear, which modern thinking you talk about? If you are interested in it, you better read Vedanta and Wahdat-ul-Wajood. And stop just harping on thought after thought, if you can, do some work in this direction...you are an Englishman, do me a favour. Please convey a recommendation letter to the viceroy, requesting for reissue of my pension....
Now I am feeling very tired. So, I am putting an end to it,

Rare Correspondence Between Ghalib and Marx



Following is the text of a letter that Marx wrote to Ghalib. The letter was found by Abida Ripley from India Office Library, London. Ittook her 15 years to dig out the details of this correspondence.






"Sunday, April 21, 1867

London, England

Dear Ghalib,

Day before yesterday I received a letter from my friend, Angels. It ended with a couplet that impressed me very much. After much effort, I learnt that it was written by some Indian poet named Mirza Asadullah Khan Ghalib. Brother, it’s wonderful! I had never envisaged that revolutionary feelings for independence from slavery would ripen so early in a country like India! Yesterday, I got some more poetic works of yours from a Lord’s personal library. The couplet is highly appreciable!:

Hum ko maloom hai jannat ki haqeeqat lekin,

Dil ko behlane ko Ghalib ye khayal achha hai. (I know paradise does exist, But, Ghalib! It’s good to console your heart.)

In your next edition of poetry do write in detail addressing workers: "Landlords, administrators, and religious leaders sap your toil’s rewards by taking you to the fanciful world of paradise. Rather, it would be nicer if you write some lines on:

"Duniya bhar ke mazdooron, muttahid ho jao (World labourers, get united.)"

I am not well aware of the Indian style and poetic treatment. You are a poet, you write something substantive being under poetic restrictions. Whatever, the sole purpose is to invigorate the masses with its message. Moreover, I would advise you to quit composing leisure writings like ghazal or quatrain and move over to free verses so that in least time you can write more and the more you write the more the wretched people would have to read and mull over.

I am dispatching the Indian version of the Communist Manifesto along with the first volume whose translation is unfortunately not available. If you like it, next time I will send you some more literature. At present, India has been converted into a den of the English imperialists. And only the collective effort of the exploited and downtrodden masses or workers can liberate them from the clutches of the perpetrators.

You should study the modern philosophies of the West than the outmoded and unworkable thoughts of Asian scholars; and do not write the fables and praises of the Mughal kings and nawabs and create the literature that takes up the revolutionary cause of the masses. Revolution is imminent. No force in this world can restrain it. That time is coming soon when the tradition of guru and disciple will fade away.

A Rare Non-Filmi Ghazal by Talat Mehmood

Meri Zindagi He Zalim


Talat Mahmood (1924 - 1998) was a popular Indian playback singer and film actor. A recipient of the Padma Bhushan, he was famous for his ghazals.
Belonging from a conservative Muslim background, singing was not encouraged. Talat had to choose between working in films and staying at home. Despite his parent's objection he opted for the former, though his family accepted the fact only about a decade later when the industry gained respect.

Talat apprenticed classical music under Pandit S.C.R. Bhat at Morris Music College some time in the 30s. He started his career purely as a ghazal singer in 1939. Talat Mahmood began his singing career at the age of 16 in 1939 when he began singing the ghazals of Daag, Mir, Jigar etc. on All India Radio, Lucknow. His voice had a quality distinct from all the other singers. HMV was quick to notice this and offered Talat his first disc in 1941 "sab din ek samaan nahin tha, ban jaoonga kya se kya main, iska to kuch dhyan nahin tha".
His reputation as a ghazal singer was not limited to his hometown of Lucknow, but it reached the city that proved to shape his destiny - Calcutta. The then famous ghazal singers were Ustad Barkat Ali Khan, K.L. Saigal and M.A. Rauf. The classical songs he sang were " Sapnon Ki Suhaani Duniyaa Ko " for film Shikast and " Laage Tose Naina " for Chaandi Ki Deewar.
In 1944 came the hit "Tasveer teri dil mera behela na sakegi". Its popularity was so phenomenal and unrivalled that even today it remains one of the top selling non-film discs[citation needed]. This disc brought Talat fame throughout India and soon he was beckoned by the Calcutta film industry. Talat made cameo appearances and starred in about 16 movies, for both the Calcutta (film hub of the 1940s) and Bombay Film Industry. The three movies in which he starred were regional hits in Calcutta.
In 1949 Talat moved to Bombay, to sing for the Bombay film industry. His name and fame had already preceded him and soon he was flooded with offers. His big break came with the song "Ae dil mujhe aisi jagha le chal jahan koi na ho" composed by music-composer Anil Biswas for the soundtrack of the movie "Arzoo". The song proved to be very popular. Assistant Manager Education & Training Required at TCF

Job Summary:
Responsible for overseeing the training requirements of the schools as well as implementing training program in schools. In addition overseeing the academic evaluation of schools in the region.

Nature of Work and Links:

CEDOs and Education officer for taking feedback of their school visits, and identifying need based areas for train in and support
  • HO & school staff members, (Principals and teachers) of TCF as well of other schools.   
  • IED, SEF, SIE, & TCF any other organization identified by HO.
The purpose of interaction is to ensure the true implementation of the learning acquired by teachers in the INSET and PSET.

All above mentioned people and organizations are working in the domain of teacher education, which will help to enhance professional knowledge further to be imparted to the staff of TCF. 



Specific Accountability and Deliverables:

  • To facilitate IN-SERVICE and PRE-SERVICE TRAINING of teachers as designed by HO Training Department.
  • To implement/check training program in schools.

Deliverables:


  1. To provide support and guidance to TCF schools in implementation of formats as provided by HO Education department.
  2. To provide assistance in organizing educational workshops arranged by HO/Region time to time.
  3. To evaluate/ assess academic progress of TCF SW region schools and provide necessary direction in time.
  4. Mostly 60- 70% time of time is spent in providing need based training and evaluation of the performance

Working Conditions:


More or less 70% time spent in traveling for assessing and evaluating the performance of teachers and principals and provide need based support to the staff for ensuring the correct implementation of HO-TOT learning


Selection Criteria:

Qualifications:     Masters with Professional qualification e.g. B.Ed / M.Ed
Experience:       At least 5 years in teaching and training



Knowledge and Skills:
 


Having knowledge of principles and methods for curriculum, training aspects and teaching methods.
Having skills of critical thinking ,learning strategies, monitoring, communication &
Coordination etc
