Position: Gender Programme Officer- national position
Reporting to: Regional Programme Manager
Grade & Scale: Programme Officer scale
Contract Duration: 2 Years with 6 months probationary period
Location of position: Islamabad with regular travel in country

Scope of the Role

The post holder will have primary responsibility for managing Trócaire’s gender programme in Pakistan. This will include providing technical support, securing co-financing and training partners. He/she will also play a role in supporting Trocaire’s wider efforts to mainstream gender in all aspects of its work. Given the clear link between gender inequality, Gender Based Voilenace (GBV) and vulnerability to HIV, this role will also be to support the process of HIV mainstreaming with partners.

Key Duties & Responsibilities: 

Programme management:
- Develop and manage the Trocaire’s GBV programme from planning through to implementation
- Monitor impact and document lessons learnt in the gender programme with a view to preparing internal and external reports.
- Contribute to and develop material for advocacy initiatives related to the GBV programme
- Ensure programme complementarity with Trocaire’s strategic plan and organisational policies

Partner relationship and capacity building:
- Manage the relationship with partner organisations, being the primary contact between Trocaire and partners
- Systematically support the capacity building of partners either by direct provision of technical advice or facilitating the provision of such advice.

Grant management and budgeting:
- Secure and manage institutional funding for Trócaire’s GBV programme
- Track funds to partners to ensure efficient and effective use of Trocaire and donor funds
- Report to donors on progress and variations on budget expenditures.

Learning:
- Explore new and innovative approaches and facilitate a learning environment within the programme
- Contribute to the development or organisational knowledge and policy on Gender through participation in the relevant organisational programme teams

Mainstreaming:
- Provide relevant input to other Trócaire programmes, including humanitarian response, to ensure a good gender dimension.
- Contribute to gender and HIV mainstreaming in the region

Participation in Trócaire’s team:
- Actively participate and contribute to the country team and with relevant organisational programme teams
- Provide information on the gender programme in response to various internal Trócaire information needs, and act as a link between the programme and other departments in Trócaire
- Accompany visitors to the programme and carry out promotional/media work as required
- Undertake from time to time mutually agreed tasks, related to Trócaire’s overall programme, at the request of the Regional Programme Manager.

Personal Specifications - Essential (E)

Qualification (E)
A relevant third level qualification

Experience (E) 
- Minimum 2 years experience of gender related programming and in-depth knowledge of gender issues in Pakistan

Skills (E): 
- In-depth experience of project cycle management, logical framework
analysis and participatory development methods
- Good budgeting and financial management skills
- Experience at monitoring and evaluation
- Computer literacy, and high standard of reporting, writing and analytical skills
- High standard of English, Urdu and other local languages

Qualities:
- Availability to work outside normal hours and travel extensively within the country as necessary
- A proven comittment to gender equality
- Good communication and facilitation skills
- Excellent organisational and leadership skills and proven ability to work both individually and as a team member

Personal specifications – desirable qualities. (D)

Qualification (D) 
- Graduate level education in gender studies or applied gender related training

Experience (D) 
- INGO working experience; background in addressing gender issues in a relevant sector such as livelihoods or governance and human rights; experience at mainstreaming HIV-aids.

Skills (D):
- Research skills, independent thinking.

Other (D):
- Proactive, energetic and ability to mobilise others
